"The Times," in a leader, which is . • highly appreciative of Sir Thos. Mackenzie's work in Groat Britain, deplores the increasing tendency to appoint to Dominion positions in London and Governorships in the Dominions elderly men, whose public life is appronching its end. "The Times" says: "So long as tho Imperial system continues to be a thing of vaguo, undefined ties, ambiguous constitutional relations, and commercial interests, which often conflict, it ' is extremely important to .fill these posts with young, active personalities. The Imperial Conference should agree to joint action, making the salaries sufficient for the proper performance of * • the duties involved."
