JULY 12 PRECAUTIONS. j (Received July 12th, 5.5 p.m.) LONDON, July 12. In view of to-day's celebrations, Belfast and other towns are filled with troops. There is little likelihood of serious trouble. Effigies of de Valera have been hung on many lamp-posts. CONNAUGHT RANGERS' MUTINY. SIMLA, July 11. Details of the mutiny of the Connaught Rangers at Jullundur proved that the action was due to incitement from Ireland. When the demonstration began, larpe" Sinn Fein flags were hoisted on the-barracks, and the men wore Sinn Fein rosettes and other emblems. It is specially significant that the majority were 200 men who came out in the last drafts from England. They refused duty, and intimated that they would not allow themselves to be disarmed by Indian troops, but obeyed an order to; place their'arms and ammunition under guard. Within tho past few days some of the arrested men nave shown regret for their mutinous conduct. The ringleaders of the movement will be tried. The disaffection has not to any other Irish regiment .in India. P_A message from Simla on July Ist said the. Connaught Rangers, at Jullundur, excited over the accounts of Irish events, respectfully downed arms, and surrendered their ammunition, and declared their sympathy with friends in Ireland. The Fourth Battalion remained loyal to their commander. The former were placed in a separate camp, with a British regiment in charge. When the news reached a detachment at Solan, Simla Hill, an attempt was made to seize arms and cartridges, but the guards promptly fired, killing two and wounding one. Everything is now quiet.]
