As regards Sir lan Hamilton's statement that the Administrative Staff had not reached Mudros at the time planned for the landing, Sir John Maxwell characterises it as an amazing admission. The work of dealing with tho sick and wounded, and with water supplies and ammunition was the concern of the Administrative Staff. The General Staff was concerned with tho fighters only. Sir John Maxwell adds that the Gnllipoli campaign failed in great park owing to the impasse over tho sick and wounded, and the lack of water.
