COUNTY COUNCILS.
SPRINGS. The Springs County Council met on I Thursday. Present —Councillors J. V.". ! Kime (chairman), C. Wolfe, A. Thompson, | J. H. "Williams, J. Stalker, and E. Tarr. The chairman referred to the untimely death of Mr M. F. Ryan, wbo for a lengthy period was a member of the Council, and for a number of v«ai3 its chairman. A resolution of sympathy with tho relatives was carried. The chairman was appointed to represent the Council at tbe annual meeting of the Canterbury Progress League, and to be the Council's representative on the executive during the ensuing year. The hope was expressed that an opportunity would be given couniry members to attend by holding meetings in the day tiuie, instead of at night. Mr J. Storry thanked the Council fox his appointment Go representative of the combined districts of Ellesjner© and Springs on the North Canterbury Hospital Board. It was agreed that the chairman and C-r. Wolfe should be the represents tives at the conference in Christchurcli on the question of port communication, and that they ehouH support the tunnel road, railway duplication, and improved wharf facilities at Lyttelt-on. An account for £104 S3 from tho Valuation Department, for re-valuing rateable properties in the county, was considered to bo excessive. Upon tho motion of Cr. Wolfe, it was decided to write tho Paparua Council and tho Automobile Association for assistance towards the cost of putting m concrete culverts on the Main South road. Members considered that bridges on the sides of roads were unsatisfactory. Mr A. S. Clarkson, attorney for Eli Scott, undertook that tho Lincoln mill stream would, bo cleaned to tie satisfaction of tho Council. * It was decided to provide an electric street light at Howell's corner, Lincoln. Upon the motion of Cr.-Williams, it was agreed to apply for a Go-.-urnment grant of .£250 to metal and otherwise improve part of tho Main South road. Tho Council wa£ informed of a. £EOO increase in its Hospital levy, and it was decided to support a resolution passed by Tuapeka County Council favouring tho abolition of the present system of levies, and the maintenance of hospitals out of tlvo Consolidated FundNotice was given of a motion that a general rate of id in the £ bo struck duriug tho current year in both-ridings. At a special meeting it was decided to adopt by-IaWK regulating the speed of motorcars at "certain point® in the county to 15 miles per hour, and to obtain authority for the issue of certificates of ability to drivers of can.
