Tho Independent Labour Party is Bending a memorandum to tlio forthcoming International Socialist Congress declaring that revolution would not strengthen the Socialist movement. It asserts thnt the Parliamentary system is preferable to the Soviet form of government for an industrial demrcracy. Tho party rejects direct action, although, it soys, the working classes may bo compelled to. resort to it as a moans to the end of restoring representative government-.
