The Paris correspondent of the "New York Times" states that Mr J. Daniels' announcement that the United States Government had abandoned the naval building programme created surprise among the American pqftce delegation. It is inferred in well-informed circles that the United States and Great Britain have reached an agreement regarding the size of their respective navies.
