The Paris correspondent of the "New York Tribune'' states that Mr Wilson, with other members of the Big Four, has agreed to recognise the Omsk Government. PROPOSALS TO KOLTCHAK. (Received June 10th. 9.10 p.m.) LONDON, June 10. Dr. Dillon, in the "Daily Telegraph," emphasises that the Allies have made proposals to Admiral Koltchak, not for the recognition of his Government, which has never once been mentioned, but as to conditions for continuing to furnish him with money, munitions, and provisions, with a view to restoring order on the one basic principle of noninterference in Russia's internal affairs.
