Government circles protest that international law does not justify tho Allies' proposal to try the Kaiser. They consider that the proposal is a belated act of war which might hare been appropriate in the armistico terms, but not in tho peace terms. Tho proposed tribunal would bo a more court-martial. An international tribunal constituted by the League of Nations is alone likely to assure him a fair trial. CORDON ROUND MUNICH. COPENHAGEN, May 2. Tho Government troops are tightening the cordon around Munich. They aro refraining from artillery fire, anil endeavouring to crush the 'Spartacists at close quarters. Tho Spartacists have wirelessed appealing for relief, as the food stocks are exhausted, and bands of robbers aro plundering the banks and houses. _ Herr Hoffman doclined the Spartacists' offer to cease hostilities provided that he did not enter Munich. HenHoffman demanded unconditional surrender, as resistance was useless. THE CASUALTY LIST. (Received Mnv 7th l a .m ) COPENHAGEN, May 4.
