An international tribunal constituted by the League of Nations is alone likely to assure him a fair trial. CORDON ROUND MUNICH. COPENHAGEN, May 2. Tho Government troops are tightening the cordon around Munich. They aro refraining from artillery fire, anil endeavouring to crush the 'Spartacists at close quarters. Tho Spartacists have wirelessed appealing for relief, as the food stocks are exhausted, and bands of robbers aro plundering the banks and houses. _ Herr Hoffman doclined the Spartacists' offer to cease hostilities provided that he did not enter Munich.
