RACING QUESTIONS. THE POSITION OF TROTTING. ! The Hon. G. W. Russell, Minister o£ Internal Affaire, made a statement on Saturday in reference to the position of racing and trotting clubs, which had been affected by the reduction of the number of the days of racing during the war. Speaking to a Press" reporter, he said that when tho. curtailment of racing was made in 1917, the question was raised as to those clubs whose finances had suffered through the curtailment being assisted by thoee which continued. ' There were two. classes of clubs involved —those which entirely lost their permits, and those which suffered a reduction. At -that time, as Minister of Internal Affairs, he sent a letter to Sir George Clifford, who was acting as the channel of communication between both branches of 6port, laying down the principle that clubs which made a profit during the curtailment should assist out of their profits those clubs unable on account of the curtailment to pay interest on their mortgages, or efficiently maintain their courses. The question of how the

money would be divide! was left entirely for the respective conferences to settle, and the Government would' not suggest nnv method, whether pro rata or otherwise. It had never beun suggested that the mere loss of profits arising out of the curtailment should be considered, an\l consequently no question was involved of a general distribution of profits by clubi that had continued to raco. The only condition laid down by the Government was that those club« which were unablo to pay thsir way should be assisted, and then only to the extent indicated. Referring to trotting, Mr Russell said that one could not come to the courscs in Christchurch without realising the tremendous hold that this branch of sport ha'J upon the people of Canterbury, and no doubt this resulted from the mo3t efficient and honourable conduct which had marked the Canterbury trotting cluba throughout their carcer. The question way? being raised whether it was possible to give facilities for an increase of the sport in the North Island. For example, in Wellington the trotting club had only one day in th© year, ami there wore many important North Island distriots which were entirely unrepresented. He hardly thought the trotting enthusiasts of the Dominion would be prepared to allow this state of affairs to continue. The difficulty was to eeo a way out. It would be of little nee to suggest to tho3e who had racing permits that they should make a sacrifice in older that, an equal number of trotting permits might bo issued as compared with galloping. On the other hand, lie thought it would be unwise to go to Parliament for an extension of the number of permits, but districts wishing to establish trotting might consider it worth while to communicate with the Government through their members, with a view to securing an increase in the number of permits necessary to equalise the two "branches of sporty At present the public accepted the totalisator ae a recognised institution, and part of the national life. The object of the administration for years had been to try to prevent grievances on the part of the public, and this was one of the primary causes of the appointment of totalisator inspectors, whoso servioes woro now .appreciatc-.l by the clubs. Their appointment. which had originally been for six months, had now been made permanent. Tho question might ho asked of candidates at tho coming eloction whether they would assist in raising tho number of totalisator permits for trotting to equal those for galloping, aa it could not bo dono without legislation.
