WELLINGTON, December 27,

Sir James Allen has sent the president of the Returned Soldiers' Association, a copy of the statement of the proposals to be submitted at the special licensing Eoll which has been cabled to London' y the Government. -"The High Commissioner," says Sir James, "has been directed to print 50,000 copies of the statement in London, and every electoral officer is to have a supply, and to circulate them to soldiers. In additi-n, one hundred copies of the Act are being posted to the High Commissioner for similar use, but these copies will not probably be received in London ire time for the ships leaving England early in February for New Zealand.
