DRAINAGE BOARD.

MONTHLY .MEETING

Tho Drainage; Board met last night. Present—Messrs . Walter Hill (chairman), S. C.. Bingham, I". Storey, C. Hill, J. Down,W. ?. Walter, S. A. Staples, and H. J. Otley. Apologies ivero. mado for. Messrs J. W. Beanland,. H.. Holland, and F. Burgoyne.

Tho engineer reported that the connexion from tho Malcolm avenuo septic tank to tho river Hcathcote had been cut off, as directed. Tho effluents from, ten privato septic tanks had been analysed,' and- lour were found defective, and notices had been served in cacli case. ' Tho report was adopted. The oliirf inspector (Mr T.'l). Tomiinson) reported having'visited tlis Tanneries during November. The Woolston Tanneries Co., hid,, i:nd \Y. 3-? ill and Co. were carrying out tlioir catch-pils; .none ot the other works had coiMmnnccd. The cffliioiits from tho various works wore on a par vji l ) recent reports. Ho had taken a sample from the Ohio Company's discharge, and submitted it to tho Board by way of emphasising what he mean; by an fcifhicnt "highly charged with solids." The sample was taken on-'November 35th, and iho report stated that it was a fair average samplo of (lie flow whenever the iu-spect-or visited tho works. The Avonsido ielhnongery was discharging intothe river Avon at 2.45 p.m. on November 18th,' and tho inspector took a 1 sample of the effluent .to enable the Board to decide if 'it waslight to run such matter . into the Avon in the middle of a suriimer'a afternoon—or any other time. Tho -report was received.

Tho inspector, reporting further concerning tanneries, stated that ho had twice inspected theni this month; and there was nothing special to report respecting effluents. Messrs W. Hill and Co. bad brought into iiso the neiv brick lace, which was of 'considerable length. With, a number of baffles it shpuld prove' to be an advantage on the old race. ' The Woolston Tanneries Co., Ltd., had completed ono series of catchment pits, which were a groat advance cm anything previously in use, and the inspector was of opiniou -that it could bo safely relied on ta give fairly satisfactory results when the system was complete. The report was received.

The Avon Woolworks (Thos. T. Robson) wrote that they were awaiting the result of the installation at. the Woolston Tanneries, Ltd., and wlieuythat was Workable they were prepared to inspect it, and to carry out the wishes of the Board as far as was in their power. > " . . . It wns decided to reply that a, sample of the effluent from their works was not up to the standard set bv 'the Board, and (hat they should keep to sticli - standard until such-time as they coiild improve; it. Captain J. 11. Marciol, Dallington, wrote that, ho had noticed a very sickening smell about the river and, its banks at Dallmgton.. H« asked 'if?the woolworks at Dallingtou were sanitary, and to the Board's satisfaction. It was decided to reply that a sample ol the effluent was not satisfactory, and that the. proprietors had been asked'-to make improvements'. '

The Woolston. Tanneries,- Ltd., were given pjrmicsion to coiineet a drain from the;r now' filter 'pits into: tho river Heathcote. The ergiueer.. further reported that. ,in accordance with the Board's resolution of Octobcr 15th, he submitted a report and estimate for pumping the trade effluents from the Woolston factories (u) to tho estuary, and (b) to the sewage farm. The estimate for (a) was £IS,-160 12s, and for (b) *33.983- 16s. Regarding the proposal to discharge into the estuary, tho District Health Officer had refused to agree to it. The engineer strongly recommended that the farm should not bo used, as bo was of tho opinion that thero would bo legal objections It was decidcd to defer consideration till a full meeting of tho Board. The City Council wroto. regarding the fc© of one guinea for scptic tanks, that it was proposed that the Citv Council only should .collect tho fees,, and pay them over to the .Board in those eases wher* tho effluent from the tank is drained into one of tho Boards sewers, or any drain under tho Board's control. The letter was rcccived. It- was decided to grant the application of certain residents of Leith street, North Richmond, to incorporate their fecctions in tho drainage area. i Tho "Board's engineer was granted lcavo_ or a I;sencr. to attend the conference of the Now Zealand Society of Civil Engineers, at Auckland, in February next. It was decidcd to inform tho Beckenham Residents' Association that tho Board had done everything possible in connexion -with thy Malcolm avenuo soptio tank.
