In tho House of Commons Lord Robert Cecil said that the Government was endeavouring to ameliorate the conditions of the British in Russia. ite warned the Bolshevik leaders that they would be held individually responsible for future acts of violence against British subjects. Every endeavour would be made to have them treated as outlaws by all civiliscd nations.
