PRIME MINISTER'S SUGGESTED SOLUTION.

Sir Robert Borden, speaking at tho Labour Day demonstration at Toronto, said that the formation of a Board on which both Labour and employers would be represented would, he believed, constitute tho solution of the Labour problem of the Dominion.
