Mr iviassey, in an article in +he "Pall Mall Gazette," says that the Monroe doctrine in the Pacific is inapplicable where France, America, and Holland hold valuable possessions, but as the Germans are already threatening another war it would be madness from a commercial viewpoint to restore the German colonies and expose trade routes to further submarining.
