NEW YORK, September 2. o The Deputy Attorney-General, Mr Becqer, the Federal investigator of German propaganda in the United States, says that Count BernstorfF was the sole owner of the pro-German weekly paper, "Fair Play.,'' in 1915 and 1916. He bought the paper for 10,000 dollars and used prominent New York and Cleveland stockbrokers za dummy owners.
