THE lUND OF GERMANY
NEW VORK, Mar 23. In connexion v.iih the reported Secret Servk-c discovery that a German agent was plotting with Sinn Feiners in the United States, with the object of promoting a rising in Ireland, it is. tow stated that the agent plotted with negroes and Lithuanians to hamper the United States Government's war activities, but failed. German money was freely spent in the efforts. It is unofficially reported that the plotters intended to divert England's military efforts from France.
Many German communications brought to tho United States were written in invisible ink and coded.
It is reported that some Irish Radicals .said the plan was that if von Hindenburg reached the Channel ports, Germany would send troops, guns, and munitions tn tho Irish coast.
A separate New York investigation has started.
IRISH RECRUITING PROBLEM

The Government has adopted tho suggestion cf raising distinctive brigades and forming a new Irish Army. This is a complete reversal of the War Office attitude.
