The North Sea has never been so productive as now (says a "Daily Chronicle" export). The inference is that the restriction of fishing has permitted an unchecked multiplication of fish. No matter how we fish the seas the harvest comes bounteous to tins nets. Two or three times a century vre find herring swarms on the west coast of the country. And the Skagnrack knows its "winter herring," which appears once every 11 years in teeming# millions, and has been doing so . i'or the last 12 centuries.
