The first Allies-American War Conference discussed the proposed Amoncan Expeditionary Force. A decision has not yet been reached. THE BRITISH COMMISSION. MR BALFOUR RECEIVES AN OVATION. WASHINGTON, May 6. The British Commissioners visited the House of Representatives, where Mr Balfour, in a speech, eulogised America'B entrance into the war to assist in the overthrow of the German design to dominate civilisation. Ho received a great ovation. , , Mr Balfour subsequently received & Homo Rule deputation, urging a settlement of the Irish question, and he promised to cablo the deputation s views to London.

The New York "Evening World** states that tlio N Naval Consulting Board has solved the submarine problem. It has submitted a plau to the Navy Department based upon actual experiments.
A recent cablo message stated:—Mr Thomas Edison, tho principal American inventive genius, is working on the submarino problem. _ There are 75 experts assisting him in his endeavour to discover an electrical devico which will divert, or prematurely explode, torpedoes.
