PETROGRAD, December 7. Tho debate in the.Duma culminated in the resignation of President Rodzianko, consequent on M. Markoflf calling him a "babbling blackguard." M. Markoff declared that the insult was deliberate, because the Duma had previously insulted high personages. ■M. Markoff was suspended tor fifteen sittings, and M. Rodzianko was reelected President by an overwhelming majority, but to satisfy his personal honourhe challenged M. Markoff to a duel.
The incident led to a split in the reactionary extreme right, which is emphasised* as regards the Duma debates. Critics of the Government who are determined to prosecute the war to tho bitter end complained that certain dari forces were sapping the power of tho Empire owing to the system of Government producing a Cabinet destitute of united purpose.
