The Rome correspondent of the- "New Yoik Times" states that the Pope's allocution to the secret consistory is so couched as to convey impartiality in reprobating all violations by belligerents of human and divine laws. There is direct reference to the deportations of Belgians as a war measure "unprecedented in the history of civilised nations." POLAND ALSO SUFFEBS. NEW YORK, December 7. The Paris correspondent of the "New York Times" obtained a Polish Deputy's speech at the secret session in the Reichstag, which was published in a Polish newspaper. Deputy Troupczynski asserted that the Pole* were being deported like the Belgians. On August 21st 29,000 Poles were working in Germany, enticed there by contracts, then they were not allowed to return. Also, many were forcibly transported to Germany, employers paying what they pleased. Many Poles were whipped until" they signed renewals of contracts.
