The "New York Herald" says that the State Department has received information that the Prussians haA e inaugurated a changed submarine policy, and havo decided t<> adhere no longer to tho rules of international warfare, regardless of their promises -o tho United States to do so. From a high authoritv it has been learned that President Wilson ha s decided not to send any more Notes to Berlin on tho submarine, issue. If the torpedoing of the Arabia was done without warning. and so was a riolation of the laws of cruiser warfare and.of the Prussians' promiso, then the dismissal of Count Bernstorff and the recall of Mr Gerard, tho Ambassador to Germany, will follow. The Admiralty reports that a squadron of naval aeroplanes carried out an attack early this morning upon the harbours and submarine shelters at Ostend and ' Zeebrugge. A great weight of bombs 'was . dropped with satisfactory results. DUTCH VESSEL SEIZED. (Australian &nd N.Z. Cablo A^sopinticm.) (Received. November 12th, 5.5 p.m.) LONDON, November 11. A wireless messago from states that the Germans conveyed to Zeebrugge the Dutch steamer Koningen Regcntes, which was carrying 93 adult passengers and 110 children. The Koningen Regentes is a steel prddle steamer built in 1895 of 1935 tons. She is registered at Flushing. IN THE GULF OF MEXICO. WASHINGTON, November 10. A German submarine is believed to be operating in tho Gulf of Mexico, where the Harrison liner Engineer is reported to have been sunk. DUTCH PRODUCE. LONDON, November 10. An Anglo-Dutch commercial agreement has been signed, by which Britain will secure increased supplies of Dutch agricultural produce. JAPANESE GAINS. TOKIO, November 9. • Japan has agreed not to demand from the Peace Conference the right to permanentlv hold the islands of the Caroline and Marianne Groups.^
