Nineteen clected Indian members of the Supreme Legislative Council have sent a memorial to the Government, suggesting that after the war half the seats on all Councils should be filled by Indians. They also suggest fiscal autonomy for India, the abolition of the Secretary of State's Council, and permission to Indians to carry ifrnis. join volunteers, and hold commissions in tho Army.
