ANOTHER INCIDENT REPORTED. (By Cable.—Prees Association.—Copyright.) (Btutor'g Telegrams.) TOKIO, September 18. A report from Changchun states that fresh attacks have been made by Chinese troops against Japanese Cavalry guarding the withdrawal of Mongolian troops from tho zone of the Manchurian railway. Negotiations at Peking aro progressing satisfactorily. ' The attitude- of the Chinese Government is conciliatory, thus ensuring a friendly solution.
