WASHINGTON, September 17. There is a crisis in Nicaragua owing to the opposition of Costa Rica, Honduras, and San Salvador to the Treaty between the United States and Nicaragua by which Nicaragua has ceded to the United States rights for the construction of a canal and also of a naval base on the Gulf of Fonseca. This would ehablo the United States to protect Panama. America is watching the situation closely, and two cruisers are in Nicaraguan, waters.;
