BOROUGH COUNCILS.

IIANGIORA

The Rangiora Borough Council met last night. Present: —The Mayor (Mr C, I. Jennings), and Crs. H. Boyd, C. C. Paterson, \V. Howe. C. S. Ayers. \V. A. House, W. Blackett, I'\ B. Lane, and AY. McGruer.

A letter was received from the Railway Traffic Manager, stating' that is was proposed to reducs expenses by cutting out the 5.10 p.m. train from Kaiapoi to Rangiora on Saturdays, also to postpone the Christchurch-AVaikari train on Saturdays until 5.10 p.m. He asked if it would he desirable to further postpone the train until 5.40 p.m. On the motion of Cr. Lane, it was decided to reply that 5.10 p.m. would be tho most suitable time for the train to run during the winter months. The secretary of the Belgium Fund wrote stating that the borough quota to the fund for the month was £3 14s let. It was decided to pay the amount.

A circular letter from the Municipal Association, dealing with tho Association's annual meeting and war matters, was received.

The foreman reported that some action should be taken to cleanse certain drains in the borough, and it was decidcd to fall tenders for the work. He also reported he had made 'a house-to-house inspection of tho borough, and found that the backyards were m very good order. In a few cases only he had ordered rubbish to be removed. Nearly every house was using disinfectant.*

The Mayor said the report was very satisfactory, and it no doubt provided a reason why the borough was so free from disease.

Cr. Lane said the borough foreman for several years jjast had. during the school holidays, disinfected the Borough School, and to this fact he attributed the small amount of illness reported among the school children.

The gas manager reported that during the past twelve months seven million feet of gas had been made. In the past month, 524,000 feet was produced, equal to 13,000 feet per ton of coal

Cr. Lane asked if anything had been done to arrange for the observance of Anzae Day in the borough. The Mayor said in all probability they would fall in with other places, and .3, half-holiday would be proclaimed, but the people would be asked to refrain from anything in the nature of sport. It was proposed also to hold church services in the afternoon. In the evening, a largo gathering would be held in the Drill Hall, and he had accepted an offer of the Christchurch Savage Club to provide an entertainment in keeping with the occasion. He hoped tho event would be treated as a district affair. The proceeds would go to the iS"o. 9 Queen Fund. Cr. Boyd suggested that the whole thing was a mistake, and that Anzac Day was a day to be lamented and. if possible, forgotten.

The Council adopted a motion approving of the Mayor's action and accepting ohe offer of the Savage Club.

It was decided to request the occupant of the north end of Good street to pay a yearly rental of £1, also to request the lessee of the north end of King street to provide a gate suitable fcr the passage of children. Cr. Lane drew attention to the fact that many motor-cycles were ridden in the borough without silencers, and it was decided to draw the attention of the police to the by-law governing the matter

Cr. Ayers drew attention' to trees on certain street corners obscuring tht'. gas lights, and the Gas Committee were asked to inspect and report on the matter.

The financial statement showed receipts on general account £205 Os 3d, expenditure £114 16s Id, gas account receipts .-€2lB 17s Sd, payments £124 8s lid. leaving a total debit balance of £1233 Ss 3d. Accounts amounting to £239 os were passed for payment. The rates outstanding totalled £4 4s Id.
