COUNTY COUNCILS.
SPRINGS. The Springs County Council met at Springston on Tuesday. Prcscutr—Councillors M. F. Ryan (chairman), H. Pannett, I. Andrew, J. W. Kime, and C. Wolfe. In accordance with notice given at the previous meeting Cr. Wolfe, moved tliat the amount required to make un the County's quota to the Canterbury Patriotic Fund be collected by increasing the general rate. This was unanimously agreed to, and the majority of the members were in favour of raising the amount in one year. The Rev. W. B. Scott asked: that some of the side'road s'should .be improved for mot-or-cycle and -.side-car traffic, also that a "water-race in Springston riding 'should bo bridged. It was decided to have the roads graded as soon as practicable, and to ask the Paparoa County Council to bridge the race mentioned. Messrs Matson and Co. and Pyne and Co. wrote asking that their auctioneers' licenses be renewed. Mr P. Tod was appointed dog registrar. The Citizens' I)efcnce Corps forwarded copy of a resolution recommending that Parliament be called together and a Bill be brought down making conscription the-law of the land. The letter was received without comment. - The secretary of the Tai Tapu Dairy Company forwarded, as requested at the previous meeting of the Council, copies of the permits issued by the Paparoa and Halswell County Councils giving the company permission, as required by statute, to distribute electricity in the two. counties mentioned. The Springs Council decided to issue, a permit on the lines of the one issued by the Paparoa Council. Statements of receipts and expenditure in connexion with the patriotic picnic, held at the Lake Eilesmere Domain on New Year's Day, and the effort made by the Springston Riding of the County at'the recent River Bank Carnival, held in Christchurch, -were placed before the Council, and both -were considered very satisfactory. The clerk and surveyor reported upon J the works carried out during the j month, and stated that the amount J outstanding in rates was £826 7s 7d. The birds' heads and eggs purchased during the month totalled 1173 dozen. It was decided to continue purchasing birds' heads and eggs until the end of next month. The dos registration fees were fixed the same as last year. On Cr.' Wolfe's. motion it was "decided to repair Hudson's road.
