LONDON, January 13. Mr 11. A. Gwynne, editor of the "Moraine Post," ,in speaking at tho Constitutional .Club, deplored that the Government was not effectively conducting the war. He proposed to remedy this by appealing to all the patriots in tho House of Commons to form a national party which would petition the King to remove the twentytwo members of tho Cabinet and Appoint either three or five members of Cabinet. Tho programme of the National Party would bo "no peaco unless tho Dominions and tho Allies are agreed upon the terms, the prohibition of any German becoming a partner in any British firm or domiciled within the Empire for twenty-five years, and a tariff of five per cent, against Germany with an additional one per cent, for every month the wax continues."
