Offensives are costly affairs. We sustain heavy losses when attacking, and tho only consolation is that the Germans suffer even heavier losses. All will eventually resolve itself into tho auestion of men. We have the superiority in numbers, aitd are now. able to arm all our men. Splendid days are coming when tho Russian armies will advance." WINTER QUARTERS. GERMAN ARRANGEMENTS. f RETROGRAD, December 14. Tho Germans have decided to winter near Dvinsk with a certain degree of comfort, inasmuch as they have sacrificed*without fighting their advanced positions for more convenient trenches. A great number of blockhouses, fitted with winter comforts, arc being erected near the German armies.
