Speaking in the House of Commons, Lord Robert Cecil said that in consequence of repeated attacks without warning by Gorman submarines upon British merchant ships trading to American ports, the United States Government had been asked whether it would permit these ships to carry gunmounted at the stern. The State Department at Washington had issued certain rules practically permitting armed merchant ships to enter United States ports.
