Senator Pearco explains that under tho terms of surrender New . Guinea civilians aro permitted to return to Germany under safe conduct whenever they please. In th© meantime living expenses are provided. Military prisoners are to be detained.

The Minister of Custcims turned down the proposal to allow the export of horse-flesh, adding .that tho Department's refusal is absolutely olefinite.
The Government allows tiie resumption of tho exportation of coal to Java for Government railway pui'posas. under a strict bond.
