OFFICIAL COwOPERATION DESIRED. (Received November 3rd, 5.5 p.m) LONDON, November 2. "The Times," in a leader, says that the whole system of the British Press is suffering from want of cohesion between the authoiities. "The Times" does not hesitate to say that unless this is remedied the War Office and the Admiralty, which are already fully occupied with their own special work, wjll find their labours materially increased. The services which the Press oould render abroad are incalculable, but they cannot be rendered xiader present conditions.
