CONSTITUTION OF PROVISIONAL GOVERNMENT.
SIR EDWARD CARSON'S REGRETS. LIBERAL NERVOUSNESS. Captain Craig, at a meeting in Belfast as a preliminary to the meeting of the Provisional Government to-day, disclosed the preamble of the ProA'isional Constitution, which provides for tho. carrying on of the Imperial Go-A-ernment's present functions if Home Rule becomes 'imperative. Tho Government will hold Ulster in trust until tho restoration of the Imperial Government, when the Provisional Government will cease to exist.. Captain Craig announced that the situation was extremely delicate, and the outlook was as black as it could be. . Sir Edward Carson's arrival, to-day is eagerly awaited. Mr P. Hlingworth indicated tho possibility of an early renewal of the conversations between the Government and the Unionist leaders. Sir Edward Carson, on leaving London, said he regretted going to Ulster without any token of peaco and goodwill from tho Government. Ho had received alarming reports of the intense desiro of Ulster for immediate action. - "Tho Times';' states that a number of Liberals are opposed to any coercion of Ulster, and are_ nervous lest the Irish, question should again break the party. They are forming a cave to urge the Government to grant, further concessions to avert" civil conflict.
