THE EXEMPTION BILL,
AN IMPORTANT AMENDMENT.

Senator Simmonds has drawn ify a compromise amendjnent to tho Panama Tolls Exemption Bill which is likely to receivo considerable Republican support. Tho amendment provides that, the passage of tho Tolls Bill shall jiot bo held as a waiver or the relinquishmont of any the United States may havo with Great Britain under the treaty ratified in November, 1901, or otherwise to exempt United States vessels or citizens from the payment of tolls, or waiving or impairing any United States rijjht under the said treaty with respect .to her sovereignty over the Canal. It is expected that the final vote on tho measure will now be reached on Monday. '
