LEGATE OR PRIMATE.

CATHOLIC CHURCH GOVERNMENT.

(By Cable. —Prcee Association.—Gqpyripht.) LONDON, April 19. The "Observer's" Rome correspondent states that Monsignor Cerretti's appointment as Vicar-Apostolic to Australasia and tho Pacific has caused surprise in Roman Catholic circles. The journal further _ states that tho lato Cardinal Moran. at the last Conclave, impressed on his Holiness Pius X- the necessity of decentralising Church management in tho most distant colonies, and suggested that a Primate of Australia be appointed in preference to a Papal Legate. The Pope has decided that instead of this an Apostolic delegate shall be the connecting link between the Australasian Churches and tho Papacy.
