As Huerta has refused to accede unconditionally to the demands of the United States to c a ] uto , ho American flag, Congress will be asked by the President for authority to uso arrnod forco to uphold tho honour and dignity of tlie nation. President Wilson ie on his way to Washington to road his massage to Congress. A joint session of both Houses will bo held as early as can bo arranged. President Wilson has directed that a Cabinet mooting bo called early to-day to mako final arrangements for tho blockade of Mexican ports on the Pa-rifio coast, and to take other stops, the programme of which will be deliberated tjpon. The breach will make it impossible for the United States to further protect foreigners in Mexico, and foreign Governments have accordingly been notified of the ertuation President Wilson will probably ask the Senate to pass the Bill already passed by tho House ,of Ropresentativee, providing for tho pressing into regular service of military regimontein the various States.
