RAILWAYS AND SERFDOM.

("Times" and "Sydney Sun" Servicer) NAIROBI, March 15. The railway from the east coast to Lake Tanganyika has been constructed for 780 miles. German settlers aro converting the barren savanna en route into a prosperous colony. One hundred and. eighty-five thousand serfs exist in German East Africa. The numbers are rapidly dwindling through death and emancipation. It is expected that serfdom will be extinct in fifteen years. Its premature abolition would cost £280,000 compensation to the owners, besides leaving many serfs without means of maintenance.
