FINANCIAL CONSIDERATIONS
AN EXPERT'S OPINION
(By Cable.—Preas Aaao-la.-on.—Copyrijlii.) NEW YORK. March 15. Professor Emory Johnston, speaking at a banquet of Pennsylvania University men. said that the taxpayers of the United States wou'd be obliged to meet a los, of £'4,000,000 on the first ten years' operation of tho Canal. It would be necessary to secure a revenue of approximately £4,000,000 annually to meet the expenses of operation, the sanitation cf the Canal and Canal zone, the annuity payable to the Panama Republic, and other charges. If all vessels using the Canal were made to pay tolls the revenue from the Canal at the end of ten years would cover the annual outlay for operation expenses, and also charges upon capital. If America! _hips were exempted from tolls the Canal would not be selfsupporting. Professor Johnson declared that there was no doubt that it was the intention of those who negotiated the HayPaunceiote Treaty that the United States should bo granted no rights that other nations did not receive.
