BISHOP OF ZANZIBAR'S STRICTURES. (Received February 17th, 0.15 a.m.) LONDON, February 16. The Bishop of Zanzibar's letter declares that the consultative 'body of bishops is likely to bo regarded as a prejudiced committee of enquiry. Some of the members represent bishops who have already accepted a policy akin to that adopted at Kikuyu. The Primate, who has already prejudged the caso in his answer, will be, as chairman, both judge and foreman of the jury.
