WELLINGTON, February 16, The Mayor of Wellington, Mr J. P. Lake, is proposing to t-ako a vote of tha ratepayers on a proposal to raise a loan of £200,000 for various improvements in the city, and for carrying out works which havo been in the air for serae time, such as the extension of tho trams from Constable street to Kilbirnie; the completion of the Oriental Bay esplanade; tbe completion of the treat culvert at Island Bay, and wood locking the principal street-. A portion of the money will be devoted to a new traffic tunnel through Mount Victoria to Kilbirnie; providing a large open sea bath at Island Bay; and a tepid bath in the city; shortening the route to Karori, with an alternative proposal to purchase the Kelburne tramway; purchase of motor cars to run to Wilton's Bush, and act as feedera to tho trame; the gr_a.. alterations necessary to the trams, the running of the trams to tho new central railway station will also be provided for, as well as new cars, and the widening of Mercer street to allow of the diversion of the heavy traffic in Willis street.
