RICCARTON.

The Riccarton JJorough Council met last evening. Present: —The Mayor (Mr J. 11. Reynolds), and Crs. T. Waddell, F. George, J. Dempster, W. Helliwcllj G. I>. White, A. D. Ford, and T. J. Stokes. The financial statement -howed a debit balance on tho district fund acoount of £327 Is 7d, and a credit balance on No. 9 loan account of £340* SV od. Tho Finance Committee reported with reference to tho t suggestion of tho Burgesses' Association regarding Borough Improvement that the Council bad no power under the Municipal Corporations Act to interfere with current loans, Bat considered the suggestion a good ono for any future loans, and wished to know how many of th© ratepayers in the new South loan area* would bo propared to nay cash for the improvements contemplated instead of being rated. If the majority of the ratepayers in the Borough were prepared to pay off the balance of the existing loans, the Council could approach the Government with a view to getting tho Act altered to allow of this being done. The re-. ; port was adopted. It was decided to grade the footpath on the south side of Riccarton road from the railway to Mandeville road, and prepare it to receive asphalt before laying the bottoming on the balance of the area. It was resolved to notify all persons depositing garden refuse on any of tho streets in the borough that they would be prosecuted without further' notico. A, complaint regarding the state of the'footpath in front of three occupied sections in Paton street, was referred to the Works Cs*Tiinittee. Tho City Council wrote stating that the Paparua County Council bad intimated that it did not agree with the resolution' of the conference to contribute a share of the maintenance "of the Park roads, including lighting, until a final settlement was arrived at. It was desired to know, before any expense was incurred, if the Borough Council agreed to pay onethird of the expenses which would be the effect of the refusal. It- was decided that the Council would only pay the share apportioned by tho Commission of all the expenses incurred from now until tlie Commission meots.
