"Tho Times," in • a leader, reforring to tho Home Rulo situation, says it has been so narrowed down that* only ono course is open. The Government must test professed convictions, and, repeating on a larger scale the experiments of Reading and Linlithgow, see whether it really possesses the mandate of tho country which ifc unjustifiably claims it has. A general election must be fought upon tho Homo Rulo question.
