ALLEGED SERVIAN EXCESSES. A GRAVE INDICTMENT. (By Cable.—Press Association—Copyright.) VIENNA, November 10. Before the European Commission, Albanian fugitives laid a terrible indictment against Servians, alleging that villagers in tho newly-annexed districts were forced to dig their own graves before they were massacred. Nineteen were strangled with telegraph wires near .Strtiga, and at other places the Servians locked inhabitants in burning houses to avoid the trouble of having to bury them.
