A STRIKING CONTRAST. LONDON, August 29. Tho "Daily News" discussing the Palaco of Peaco emphasises the contrast between statesmen's professions and conduct. It enumerates the wars sinco tho Tsar's rescript of 1593. coupling therewith the hotrcrs of Russian repression, ar.d says that the list covers a period of violence, bloodshed, and perfidy unparalleled during the centuries. With a few exceptions statesmen of tho world still believe iv force, in tho sword moro than treaties, in an accomplished fact moro than justice. Perhaps tho moral is that it is moro difficult to .change tho mentality of governments tlian of tho people, hence tho propaganda of peace oan more profitably be addressed to tho latter.
