The Assembly passed tho second roading of tho Closer Settlement Bill, which provides for declaring certain areas within fifteen miles of a railway or thirty miles of the River Murray to bo "landlocked" areas, and . unless tho owners cultivate a certain area within a certain time a tax will bo imposed. Tho Bill also ■ facilitates the cutting up of estates by providing for the payment by Treasury bills at four per cent, and also provides for annual payments by the settler, which will be collected by tho Government and paid to tho vendor, the Government issuing a negotiable certificato for tho amount of tho purchase. (Received August 29th, 9.30 p.m.) SYDNEY, August 29. Tho Assembly, after an all-night sitting, adjourned till Thursday to enable members to entertain tho British Parliamentary party.
