Thomas Lawrence, lecturer at King's College on International Law, in an address, strenuously opposed the in-and-out theory of Empire. Hβ contended that a, dominion proclaiming itself neutral in war tirao would bo compelled to enforce neutrality against the Motherland, not allow the paSsago of British troops, and not permit British ships to use its harbours. No Power at war with England would forego its right to consider the whole Empire its enemy and attack and capture where it pleased. Ho concluded by Baying that tho Empire must stand or fall together, emphasising that while- tho Dominions were allowed to arrange their own commercial treaties, tho latter were technically made- by the Foreign Office.
