Baron Saito, after conferring with the admirals, who held that naval expansion was vital to the defence of the, Empire, declined the portfolio of Minister of the Navy. Tho Emperor thereupon issued an edict ordering Baron Saito to accept tho position and remain in office. Baron "Kato has accepted tho portfolio of Foreign Affairs.
