The newspapers consider that Senator Raynor's death will seriously hamper tariff revision. It reduces tho Democrats' majority to ono, and tho filling of the vacancy rests with Mr Austin L. Crothers, tho Governor of Maryland, who is likely to nominate a Republican, thus equalising tho parties and making only a Conservative revision possible, unless tho Republican insurgents help tho Democrats.
