Through tho action of tho guillotine on clauses 15 to 21, out of 199 lines., only ten wcro discussed. Six amendments were discussed and 137 wero not discussed. LONDON, November 2S. Tho Opposition sharply criticised clause 22 of tho Homo Rule Bill, establishing the joint Exchequer Board. Mr Chamberlain described tho proposal as a constitutional revolution. Mr BalfoTir said tho Government was handing tho Board powers to raise and diminish taxation outsido the Imperial Parliament's control. Mr Samuel replied that tho Imperial Parliament had power to overrule the Board. < Clauses 24 and 25 were carried by the application of the closure.
