United Press Association—By Electrio Tel ejp aph—Co pyright. (Received November 29th, 12.25 a.m.) LONDON. November 28. Lord Roberts, ' speaking at the banquet of the Association of Men of Kent, said that discipline was not being instilled into tho Territorials by the present training, and the powers of mobilisation and transport were totally inadequate. As a- defensive force against invasion tho Territorials wero practically useless. It was foolish to trust the defence of the country to a make-believe army, untrained, underofficered, and under-manned. The Territorial officers should intimate to tho Government that they wero not in a position to-carry out the duties entrusted to.them, for unless they were given the manhood of tho country they could not guarantee the safety of the islands.
