LONDON, July 14. A -Bluo Book containing Sir Roger Ca-sement's report has bsen issued. Th© report specifically charges many of tho Peruvian and Amazon companies' agents with wholesale and unpunished atrocities, and the flogging of British West Indians and native Indians, who wero engaged in collecting rubber. The victims of the atrocities included women and children, whese ears, arms and legs were cut off, and they wero left to die. Men and women had kerosene poured upon them, and they were thus incinerated. Many other unthinkable cruelties are mentioned. Scr E. Grey's demand to Peru for drastic measures was rosultiess beyond promises, henco the oublioity.
